Question Event Problem

Sorry for my bad english.
I have created the event download the user should be deducted for the download of an attachment credits, but he has no credits and can still download the attachment. What have I done wrong?

Make sure the currency is not set up to allow it to go into the negatives.

Also check to make sure the user doesn't own the attachment they're downloading, as users can always download their own attachments.
