Bug Cart is emptied without checkout

I've noticed that if I put some items in the cart, I click checkout but I don't fill the credit card data, the cart is emptied and I think this is not correct since the cart should be emptied only after the payment.

Also I see the order in the order log with "awaiting payment" status. I can understand this but not the former since may in that moment the user doesn't have the CC data at hand and would like to perform the order later. This way the cart is emptied and he has to order everything again.
 
This is working as intended. If they cancel their payment at the payment method screen, the order is set to Awaiting Payment and can be resumed from there.
