Implemented Currency Reset And Charge Tag Bypass

Hello, I would like to request a couple of features.

Currency Reset: This will reset the amount of that particular currency to 0 for all the users.
Charge Bypass: Bypass the charge tag for a specific usergroup (Like Administrative).

I think that these are some basic features any credits system should offer. Hope these two get implemented soon.
