where do I activate the option? to show the link of the new topic in the shoutbox the link of the new topic will not appear in the shoutbox thank you

Hello, I am in the middle of trying to set up the Reviews. But... I have no idea if I am doing it correctly. Can someone visit the site and check it out? It is a Amateur Radio web site to give you idea of what the topics are and hopefully what I am trying to do. I may be creating more work...
