Bug £ Pound Sign Issue

I've found some comments that suggest it could be the DOCTYPE... what do you have running on your pages?
£ sign not displaying correctly - any suggestions? HTML forum at WebmasterWorld
Some of the alternatives in there work fine. You can use £ to replace the £ sign and it will then always get encoded correctly, but as pointed out, it does more than double the bytes used to create the sign... so it depends on what you want to do.
From what I can tell this doesn't seem to be an issue with Classifieds. But we'll talk through the issue here to be doubly sure that we can find a solution for you and in case it comes up for anyone else.
If you can post the DOCTYPE for the page when loaded as a user and the one as a guest we can see where that might lead us.

Chatted with Fillip H. about the issue, and he suggests that could be part of the issue. This links suggests a solution:

I've not tried what they suggest, and I've no idea what impact it will have on everything else, but it might be worth a try.
