Legacy Whitelist IPs: prevent valid members gettign banned over and over

vbsec bans about 150 IPs per day due to ongoing hack attacks. A lot of valid members are getting banned to.
I unban them by removing their IP, but then they get banned again.
We are getting more and more support tickets by the hour. Please consider to add a function to whitelist IPs.

How are valid members getting banned if the banned IPs are from hack attacks?

We have forced members to change their passwords into complex passwords. This causes members to err with login.
Valid members use up their max login strikes and then wait for 15 minutes to try again. This gets valid users their IP banned, because the watcher actions then ban their IP.
This happens at the same time while we get mass login attempts from attackers.
We can not set it to less strict because then it would not ban the attacker IPs.

So this is a very insulated instance then, it's not something that happens on a regular basis.

It only happens in the instance when a site is under attack, which the addon is intended for.
