Bug Shoutbox Severely Delayed Upon Loading

No, the reason for this delay is that the Shoutbox doesn't begin loading until all other page elements have loaded. In programming terms, it waits until the DOM has fully loaded.
The reason for this is that the .js file is in the header, yet if the Shoutbox itself and all elements it depends on has not loaded yet, the entire script will implode and the shoutbox would never work.
Instead of relying on the way browsers render a page (which varies greatly) we wait until ALL the HTML code has loaded, and then start fetching content.
In short, this is working 100% as designed
