It's in the dbtech/vbquiz_pro/actions/hof.php file

Line 120 sets the format of the date

$set_date = $vbulletin->options['dateformat'];

Sorry for the confusion, now that I discovered...
date format for the Hall of Fame is not set in vBQuiz options, but the options vBulletin.
