Legacy Doanload delay change

The download delay is a great idea, but would be a thousand times better if it used the best setting for your usergroups rather than the worst. The way it's currently set up, you can't use the paid subscription system or secondary usergroups to remove or reduce the download delay. In fact, me as an admin as my primary group still get it if registered is just set as a secondary one.

That's very tricky due to the way vBulletin's usergroup permissions work. They will prioritise the highest number rather than the lower.

There are workarounds, though, so I'll flag this as Under Consideration
