Bug Can't have it working

Hi,
just installed the 4.2 version.
I can't find how to use it, because i think it miss something, see my screenshot, it's the only thing i have :

That is all that is supposed to be there, all the settings for the tabs and sublinks are found in the Navigation Manager.
