Even though I configured the permissions properly, I still can't edit other people's shouts. I can double click the shout and change the text but as soon as I press enter, it says: "Error: You may not edit others' shouts.".

Usergroup permission is set to enter raffle, category permission is set to NO. Still can enter raffle. Usergroup permission is set NOT to enter raffle, category permission is set to YES. Person cannot enter raffle. Quite annoying.
