Question Skipping (Admin Email flag)

Hello,

I have two problems:
1- some user don't receive the email and I noticed when I send next to their username their is: Skipping (Admin Email flag)
so what it mean? even though some who have this problem their email is working! and how to fix it?

2- the sender name in the inbox become symbol and think because it's Arabic, so where I can change the name for the sender?

1. That happens when they have elected not to receive emails from your forum The relevant setting is the "Enable emails from Administrators" in the UserCP.

2. The mailing list name is the sender name
