I am hosting a forum on my server. The forum has 42,000 members. We've made some recent changes to the site and I would like to email my member base and tell them about the changes, welcoming those that have gone inactive back to the site.

Is it safe to send out an email to that many members using vbmail?

Indeed it is, it uses vBulletin's email queue, which in vBulletin < 4.2 will send out X amount of emails every page load (configured in vBulletin Options under Email Options).

So long as you don't have one of those silly max emails per hour limitations, it's perfectly fine to email all the things :)

After doing some more research on this I had a few other questions.

How far apart does vbulletin spread out those emails? If it's per page load it's pretty quickly, so with 43,000 members isn't there a high probability that my IP would get flagged as spam? Is there a way around this? Is there a way for vbmail to spread this out some and send, say 500 emails every hour until it gets through all 43,000?

vBulletin 3.8.7 and all other vBulletin versions up to (but not including) 4.2.0 sends the mails on each page load. If you set the emails sent per load too high, you will significantly slow down the browsing speed for all users who use your forum until the mailqueue has been cleared.

vBulletin 4.2.0 sends the same number of emails, however it spreads it out every 10 minutes. If you were to upgrade, you could take advantage of that to ensure the forum only sends X mails per hour.

Unless your hosting provider imposes any form of arbitrary restrictions on the number of mails per hour (or you yourself do so via WHM or any equivalent hosting control panel), the number of mails you send won't impact the likelihood of your mails getting flagged as spam.
All vBMail emails comply with most spam policies - our mails include an 1-click Unsubscribe link that does not require the user in question to log in or fill out their email, and will prevent any further communication from being received.
As such, any user who marks emails from your forum as Spam are being rather silly :p

vBMail itself cannot limit the amount of emails per hour, as it uses vBulletin's email queue functionality.

Ok, so it would seem I was misunderstanding how an IP/server gets flagged as spammy. It has nothing to do with volume per unit of time? 43,000 as fast as VB can send them is OK with vbmail and its unsubscribe option?

My host has already told me they have no restrictions on the amount of mail I can send out.

I don't know of any reason why that wouldn't be okay, we send around 8k mails every week and we've heard nothing that indicates the volume of mail has been an issue :)
