It's controlled by the control_focus_background style var if I am not mistaken, but also take not it will also change the color for any text input area like topic title and so on. Maybe one of the support staff could clarify incase I am wrong, but I don't think I am.
 
You can view the tabs classes in dbtech_vbshout.css to find out how and from where the Shoutbox derives its stylevar inheritance for the tabs.

The main text area input should also use the global CSS, don't know where that's defined though.
 
I think its defined in one of the block style vars not sure which, i remember playing around with it and i changed the color over at the text site.
 
first of all i want to thank Fillip H. for the help that he provided in my forum's shoutbox (he changed shout's area background into transparent), and i would also like to know how are we gonna change input text area background color.

The input area is not customised by vBShout, to change that you need to look into vBulletin's CSS and stylevars.

The colour that's used when you're actually typing is the control_focus_background stylevar (or something similar).
