Bug The categories is always "NO"

Hi!
I tried to install locally the lite version, I set all the permissions but the status of the categories remains "active: NO"
Where am I wrong?

If you edit the column via MySQL then click repair cache, it should correctly revert to Yes.

Unfortunately, however, there are other problems.

I activated my account (administrator) as manager of vbforms but if I try to change the form by pressing 'edit entry' tells me that I do not have permissions.
Surely doing something wrong but I can not understand what.
Another question, there is the possibility of change, in addition to the category, status and priority also other fields created by other users?
 
Unfortunately we've now reached the end of what I'm able to debug remotely - these are issues that should not happen, and I'd need to add debug data to the files in order to diagnose this further. Would it be possible for you to install this on a live site so I can look into it further?
