Bug Send Welcome Email

New Registration are not Send Welcome Email If DragonByte Tech: Advanced Registration are enabled. If i disable DragonByte Tech: Advanced Registration then New Registration are Send Welcome Email.

Completely baffled why this happens sometimes. It's like vB is ignoring it's own setting. I have put in a fix that should force the welcome email to be sent no matter what.
