The browser consol reported some thing about the vbshout but I don't quite understand! I cleared all the cookies and history + update Firefox but the error remained. Internet explorer showed the same error "Loading...". Is there any fix or I have to reinstall the vBshout?

Yes they can still use smilies normally in thread - post , ie unlimited, but they are limited number smilies in the shoutbox.
