I'm interested in buying vBMail - Lifetime, but I have few question about it.
1. How should I set this vBMail with email base registered people accepting mailing (Otrzymywanie e-maili od administratorów) ?

1. Sorry, I don't know what you mean. If you're saying you wish to auto-subscribe members, then this is possible from the Mailing List Manager. You simply tick the boxes for the usergroups you wish to automatically be subscribed - ensure to include your default registered users group (the group they land in when they first register) and any other groups you may want automatically subscribed.
2. Unfortunately not, it wouldn't serve much purpose though - the sidebar system is for external mailing lists only (emails not belonging to registered users). It's currently the only way for users to sign up to an external mailing lists without you manually adding them in the AdminCP.

According to 1.
There is form with question “are you willing to receive email from admin” and it’s user profile property. I would like to connect it with mailing subscription. Is it possible? How can I make it?
According to 2. question: do you know on which forum they have this system?

1. vBMail respects this setting, but you cannot use this setting to control whether they are subscribed. In other words, if a user is in the Registered Users usergroup, and was automatically subscribed, but elected not to receive admin emails, vBMail will not mail this person.
2. I don't know of any forum that uses external mailing lists, sorry
