vBMail does not support the ability to send emails only to inactive users, unfortunately. You can achieve this with the regular vBulletin "Send Email To Users" functionality.
You are able to create a mailing list where all users are subscribed by default, and where each new registrar is subscribed. Only those who opt not to receive Admin Emails during registration, or those who unsubscribe at a later date, will not receive your emails.

do i need the pro version to achieve that all users are subscribed to a mailing list ?
