I did the upload + upgrade but no change... everything seems the same as before. I spotlighted another user and then back to the long sig one to make sure. You can see the issue with the user in the spotlight currently.

Yep in 4.1.3 the html code is still showing.
Edit: it is showing up correctly now, I had to clear my vBO cache.

It is vBOptimize product I have on my site, give Dylan a few, he will be loading up a new version with the styling problems solved.
Can you check in usergroups and make sure you have Signature Permissions/Allow HTML set to yes.

Well, I've only got it set to yes for the Admin group, of course...

Ok if you have it enabled for admin only, the current user in spotlight will show the html code like it does now in his sig, since he is a SPS Account Holder usergroup.

SPS is an additional usergroup, not primary... the way vB's permissions work is that any usergroup with an allowed setting trumps all others with disallowed. If it didn't work like that it'd be impossible to have members who'd be in more usergroups than one as their permissions would conflict... but you probably know that. Bottom line is, the signature should show in the Spotlight the same way as it does in posts - but it doesn't. Or rather, it kinda does - seems that the html is processed but part of the code isn't for some reason.

Right, so if you would like the html in sigs to show up when they are in additional usergroups you should put their primary group as Admin, secondary as SPS, and display them as SPS
