I don't have a quick links menu or anything, and i don't know how to find the moderation panel for vbdownloads. Anybody know the link to use to get there?

This is shown in the subnav when you access /vbdownloads.php. Your account must have the "Is Downloads Manager" global usergroup permission for this to show up.
If you do not use vB4.2's navigation manager in your skin, this must be added manually by linking to do=modcp
