Question Can't find global control panel

Hi!

I'm already done with my translation of this mod. Only 5 phrases remain, but I can't assign them properly.

manage_ pt_ exist_ categories_ and_ templates_ x
manage_ pt_ exist_ categories_ x
manage_ pt_ exist_ templates_ x
manage_ pt_ template_ x
pt_ add_ category_ desc

If I'm right there are two possibilities to manage the Post Templates. But I only can find the option to manage the own ones in the UserCP.
I suppose there is a option for admins to manage all Post Templates from all users, a moderation panel basically.
I've been searching for 2 hours on my testing board now, I can't find the place where this phrases I listed are used.

Maybe you could tell me that, so I can finish my translation tomorrow and provide it

huh? okay. but where are this phrases displayed/used?
I can't find a connection. They are not used in the UserCP anywhere. Maybe they are Mouseover descriptions?
