Bug Formatting options not appearing for certain usergroups

Hello,

I am the owner of mangahaven.net. I recently installed DB Tech vB Shout Lite as a beta test to see if I want to purchase the Pro version.

In the Lite version, I was able to format my shouts, and then about an hour after install, the formatting options disappeared for several usergroups.

I have PM'd Fillip H. with FTP & Admin CP credentials sometime yesterday. I don't know if he received them or not.

The top screenshot is what I see (I am the Site Admin)
The bottom one is what all my regular members see. As you can see they all have the formatting options, and I am the one of a few without them.

The image below are my Instance permissions. I am in the Usergroup titled "Administrators".
