Bug Bug on Posts count Required

Bug on Posts count Required,If i set Can Change Own Username to NO,User cp get message "You don't have permission to change your username." But if i set to Minimum Posts xxx and does not get any message (Ex: You don't have enough posts to use this feature.You currently have xxx post(s). You need xxx posts.), Please check and fix this issue.

That's because the "not enough posts" message overrides the no permissions message. It's not a bug
