I have in the "Manage Forms" that Payment s required, but members are able to post a listing without marking a Payment

From your description, that's not how it works.

In preparation for how we'll allow 'give away listings' or 'exchange' listings in the future, Payment Processors can be set as a default, which should pick them up in the Form's Manager, but if there is no default set, then the Payment Processor section can be left blank.

Or do you mean something else?

Also in Payment Processors (ACP) when setting up PayPal it asks for our Merchant ID, do we put the websites PayPal here or just leave it blank?

You can set the default selections in the Forms Manager. Is PayPal ticked in the checkbox there?

Regarding the Merchant ID, you need that only if you are collecting fees. Each user adds there's separately, as needed, whereas that allows for PayPal to send any fees paid to you guys directly. :)

Yes paypal bank transfer and cash on collection are all ticked :)

Thanks, have added our email to that as we will be collecting a small fee for featured listings
 
Is the default setting working for you then? When creating a new listing, is it automatically adding them when it's submitted?
 
That is the way it works for now which will allow for free listings later. I'll look at a way of forcing it depending on the listing type. :)
