I've seen a few images of what appears to be a DBTech Registration block in the admincp for this mod that I do not have. I suspect that is the source of many of my problems getting this configured. I do see 3 sections in the Options section but no dedicated section to setup instances. Could you help me identify what might be wrong?

Solved this myself. My account was an administrator but not a super administrator. Not really sure why super administrator is necessary but solved all the same.

All our mods implement "Can Administer" permissions that you can set for your individual administrators via the "Administrator Permissions" page under the Usergroups menu.

We implement this because we recognise that you may not want all your administrators to be able to make changes to your registration pages, your shoutbox or any other configuration page for DragonByte Tech products :)

I have the same problem. I had vbActivity installed on my forum and the admincp settings in the navbar just disappeared.

Now I installed vbShout, because I was thinking about buying it, and also there is no admincp setting in the navbar. Inside the regular settings list, there are only the general options for the plugin.

I am using an admin + superadmin account for this + when I checked the admin permissions, it only said I am able to see the general options page (there was nothing else to select).

how can this happen? I urgently wanted to try out this plugin :(
(also, using vbactivity too would not be bad - I am a buyer ;) )

EDIT: Crap, now I see this thread was for vbulletin 4.x - I am running the 3.8 version...
 
Go to the Administrator Permissions page and grant yourself admin rights for the modifications in question. If that doesn't work, you may be running one of those "admin nav enhancement" mods which is interfering with this functionality.
