It appears as if you have uploaded the files incorrectly. Please drag and drop the contents of the upload folder (use Ctrl+A to select all files) to your public_html folder.

Is your forum is a sub-folder of the public_html folder?

When I say "Hotfix Released" it means you should re-download the product and re-upload the files.

I have manually verified that file is in the download package, maybe re download it from here, Download Lite Version: vBSlider - DragonByte Tech | vBulletin Mods & Addons and then upload the files.
