At the moment it's 100% tied into our Discount Points system.
The actual part where you append "?referrerid=1" to your external URLs is a vBulletin feature
Any time someone clicks www.yourdomain.php/forums/?referrerid=1 user ID 1 will be added as the referrer automatically when the user registers.
