First to add a deck you should click Manage Decks while on the Manage Sets screen, once there you should see a screen similar to this:
To add a new deck, simply press "Add". After that you will be presented the form to create a new deck which is shown below and with each option explain in detail.
Deck Title
Self-explanatory, this is the name of the deck shown when members view the Triple Triad Shop to purchase decks.
Deck Price
The amount of Gil (or whatever currency name you use) it will cost to purchase this deck.
Deck Random Cards
If you want this deck to hand out Random Cards, enter the number of random cards. Otherwise specify 0 and no random cards will be given with this deck.
Deck Card Type Chances
(This is only applicable if you are handing out Random Cards).
Here you will have several inputs based on how many Card Types you have. In the default Final Fantasy VIII set there are 10 types from Level 1 to Level 10. For each input you can specify a "Chance" of receiving that type of card within the deck, the chance can range from 0-1000%.
The chances are not using 0-100% because it allows greater fine-tuning with 1000% being the maximum. In order for the random chances to work, atleast 1 type needs a chance assigned or the deck will fail because it will never hand out cards. To emulate a 50/50 chance of getting either Level 1 or Level 2 cards, you'd enter 500 into both Level 1/2 chances. If you only wanted to hand out Level 1 cards, you'd enter 1000. To explain how cards are given in random succession the section below explains how the process works to help you understand these random chances further.
1) Each level is encountered starting from the first (Level 1) to the last (Level 10)
2) When each level is encountered, a random number is generated between 1-1000
3) If the random number is equal-to or below the Chance allocated to that level, it will be used
4) If all levels roll through without the random number being hit by any chance, we go back to step #1 and repeat
5) When a level is chosen through random chance, all cards within the level are rolled through
6) A similar random chance is executed on each individual card, because cards can have a rarity value of 0-1000 so cards themselves can be rare within a level.
7) When a card is chosen, it is added to the user. Step #1 is then repeated if the cards found by random chance is less than the number of random cards the deck hands out.
Deck Cards Handout
In this option you can select 1 or more cards to specifically hand out. Note that if you don't use the random cards you must use this. Also note that a deck can have both random and specific card handouts.
